A section is a separator inside a course: "Module 1", "Module 2". It groups lessons in a long list, and that is all it does.
It has no status and no publication cycle, and it never will: a section is not a small course. Giving it a state would create a fourth level to administer and one unanswerable question — what happens to a published lesson inside an archived section?
A lesson belongs to a section optionally. A lesson with no section is legal and reads before the sections, which is what lets you add sections to a course that already has lessons without migrating anything.
Information
Sections have no permission of their own: composing the sections of a course
is composing the course. The same OWNER or ADMIN rule applies.
Warning
Section commands carrying Idempotency-Key bind target and payload and suppress duplicate effects. A changed intention under the same key conflicts. Legacy calls without a key retain their behavior.
