Cohorts

A cohort is the promotion: the group that starts together, with its own dates. Authorized operators create it, move it along its lifecycle — draft, open, active, completed, archived — and configure capacity and phases. The cockpit shows the operating state and the enrollments that explain it.

Capacity is optional and hard. Phase position is independent from the computed week and moves immediately with a mandatory reason.
